SPOKANE, Wash. — The City of Spokane is implementing a new ordinance to combat street racing and excessive speeding after police issued more than 1,000 citations in the last year for drivers traveling more than 20 miles per hour over posted speed limits.
“I was pretty shocked to learn that we did not have local definitions around this type of conduct, especially with street racing, so it was more than time I think to come up with an ordinance to address this,” said Paul Dillon, Spokane City Councilman for District 2.
The ordinance allows witnesses to submit video evidence to police when they observe reckless driving behavior, acknowledging the prevalence of mobile phone cameras.
“We live in the age of cellphones. If you see something, say something. You can record it and that can be submitted as evidence for a violation,” Dillon said. “We all want safe and accessible streets and this is a tool to help us get there.”
The ordinance establishes escalating penalties for repeat offenses. First-time violators face a $500 fine, second offenses carry an $800 penalty, and third-time offenders must pay $1,500. Subsequent violations can result in vehicle impoundment for up to 30 days.
“We are looking at a staggering of penalties. First offense would be $500, the second would be $800, and then $1,500. After that your car could be possessed for 30 days which is the maximum under state law,” Dillon said.
The Spokane City Council will conduct the final reading of the ordinance during its meeting next Monday.
